Reopen a request-form submission

POST/api/v1/workspaces/{slug}/requests/{id}/reopen

Move a rejected submission back to pending

Moves a rejected request-form submission back to pending so it can be approved later. Approved submissions cannot be reopened (the certificate was already issued).
